Complaints in the market for traction current
In November 2023, the AFCA was made aware by Schienen-Control Kommission, and others, of a possible abuse in the area of traction current supply. Specifically, concerns were raised about ÖBB Infra’s energy supply contracts and the traction current system it used, which were thought to be resulting in competition restrictions. The market for traction current has been liberalised since 2016.
There is a separate power network for the operation of electric trains in Austria. This electricity grid differs from other networks in that train operation requires a lower frequency than households need. The electricity grid needed for traction current is maintained by ÖBB Infra. The railway companies can obtain the electricity they need from ÖBB Infra or an alternative energy supplier, with transformation to the correct frequency.
AFCA investigations discontinued
The AFCA conducted in-depth investigations, continuously cooperating with Schienen-Control Kommission in the process. Apart from sending several requests for information to ÖBB Infra, it also conducted a market survey among railway companies. ÖBB Infra cooperated fully with the AFCA during the investigation, providing important information. In the end, the initially suspected abuse of a dominant position was not confirmed, with the AFCA consequently discontinuing its investigations.
Evaluation of energy supply contracts
ÖBB Infra will fully evaluate its existing traction current offer and system, with the involvement of its traction current customers, to continue to ensure fair competition conditions. It aims to offer new product options that ensure flexible and competition-friendly energy supply and to identify potential for further development in traction current systems.
