Global Competition Review (GCR) publishes a ranking of all competition authorities around the world every year. GCR is an internationally renowned source of information on competition policy and cartel law enforcement. Its rankings are based on investigation proceedings and decisions related to the prosecution of cartel law breaches and market abuse as well as efforts in merger control. Further criteria used for the rankings are staff levels and available budgets. Additionally, experts are asked to evaluate national enforcers’ performance from a practical perspective.
AFCA plays in the “average budget of 20 million” league
The AFCA was awarded 3.5 out of five stars in the 2020 ranking for its performance, improving by half a star. The Austrian authority therefore shares fourth place with the competition authorities in Canada, Greece, Mexico, New Zealand, Portugal, Russia, Singapore and Spain. The European Commission (Directorate-General for Competition), France, Germany and the USA took first place with five stars each.
Although the AFCA has the lowest budget and the lowest number of staff, the authority’s performance was on a par with that of other enforcers allocated a far larger budget.
Laut dem OECD Competition Trends 2020 Bericht verfügten Wettbewerbsbehörden im Jahr 2018 über ein durchschnittliches Budget von 20 Millionen Euro und über eine durchschnittlichen Mitarbeiter*innenanzahl von 153. Allerdings ist das Durchschnittsbudget aufgrund einiger großer Wettbewerbsbehörden etwas verzerrt. Der Median Wert aller Budgets beläuft sich bei Wettbewerbsbehörden auf ca. 9 Millionen Euro und 84 Mitarbeiter*innen.

Schließlich ist Wettbewerb ein wichtiger Antriebsmotor für innovative und kreative Unternehmen sowie Wirtschaftswachstum in Österreich.“, erklärt Dr. Theodor Thanner, Generaldirektor der Bundeswettbewerbsbehörde.
